Chief Financial Officer (CFO)- Asheville
Western North Carolina Community Health Services (WNCCHS) is searching for its next Chief Financial Officer (CFO).
WNCCHS is a Federally Qualified Health Center (FQHC) that provides comprehensive medical, dental, and behavioral health services to approximately 14,000 patients in Western North Carolina. We are a private, non-profit organization with our primary health center in Asheville and two locations in Buncombe and McDowell counties, as well as a mobile clinic.
We are committed to providing affordable and accessible health care to all by offering sliding fee scale discounts and discounted pharmacy services. We also address social determinants of health through a variety of programs and, from our roots, offer comprehensive HIV care and LGBTQ+ services.
The CFO must have a strong moral compass and serve as a member of the executive team, responsible for directing the fiscal functions of the corporation in accordance with generally accepted accounting principles and in compliance with Health Resources Services Administration (HRSA) rules for Federally Qualified Health Centers (FQHCs) and Ryan White (RW) programs.
They will oversee all finance, accounting, patient billing and collection, forecasting, budgeting, treasury, tax strategic planning, job costing, property management, cost analysis, financing, and corporate insurance functions at WNCCHS. This role directs all financial activities and advises and assists the CEO in meeting or exceeding the overall financial and strategic objectives of the organization. This role provides direction to the staff of the finance/accounting/billing and purchasing department in support of the greater organizational goal(s) and vision.
KEY RESPONSIBILITIES- Includes but not limited to the following:
- Directly supervises all financial functions of the Corporation, including preparation of the monthly financial reports, all state and federal financial reports, quarterly payroll tax reports, sales tax refund reports, etc.
- Responsible for patient and billing activities, maintenance of patient ledgers, accounts payable and receivables processes and procedures, aging of accounts, collection activities, bad debt write off, all work related to the annual audit, reconciliation of bank statements and the general ledger.
- Provides oversight for payroll and related functions, including employee benefit reporting.
- Manages relations with all Third-Party payers.
- Prepares and submits Medicare/Medicaid cost reports or oversees and accepts responsibility for filings if outside agency is engaged for report preparation.
- Oversees and directs budgeting, audit, tax, accounting, purchasing, long-range forecasting, and insurance activities for the organization.
- Manage the relationships with financial partners, including financial institutions, investment managers, auditors, attorneys, vendors, public officials, etc. as appropriate.
- Ensures compliance with all legal and regulatory standards, grant/contract obligations, reporting regulations, and all Health Center policies in areas of responsibility.
- Participates in development of the financial plan to support grant applications, Ryan White programs, and HRSA compliance.
- Completes requests for draw-down of HRSA funds.
- Oversee the Accounting Department to ensure proper maintenance of all accounting systems and functions.
- Ensure maintenance of appropriate internal controls and financial procedures and ensure compliance with all federal, state, and local laws and regulations.
- Ensure timeliness, accuracy, and consistency of financial and management reporting for Federal, State and County funders, and Board of Directors, responsible for the preparation, analysis, and communication of monthly and annual financial statements.
- Partner closely with the Chief Executive Officer, and Executive Leadership Team to identify best practices and process improvement initiatives to implement strategies for the entire revenue cycle management process.
- Coordinate and participate in audits and ensure proper and timely filing of tax returns and required reporting/filings.
- Reviews all expenditures to ensure that they are reasonable, allowable, and within budget. Compares actual cost to budgeted costs and explains variances.
- Works with Operations team to develop and implement best practices in front desk operations, including the processing the financial aspects of patient intake procedures. Hires, supervises, coaches, mentors, and evaluates all finance staff. Sets short-term and long-term goals for the team and measures their performance against set goals.
- Participate in quality improvement activities by initiating or contributing to monitoring, measuring, analyzing, improving and/or controlling program goals, objectives and/or services for areas/departments for which They provides oversight.
- Support current incentive, regulatory, and certification requirements (such as ACO’s, Managed Care incentives, PCMH and UDS) through documentation, participation in initiatives, and other activities, as directed.
- Performs other work-related duties as assigned.
QUALIFICATIONS:
Education:
- Bachelor's in Accounting or Finance
- Master’s in Accounting, Finance or MBA, required
Certification/Licensure:
- CPA preferred.
Experience Required:
- Five or more years employed as a Chief Finance Officer (CFO) at a FQHC, required
- Deep knowledge of health insurance including Medicaid, Medicare, and FQHC reimbursement and value-based payment models.
- Five or more years of progressive leadership experience

- Skilled in being able to quickly identify and resolve accounting and financial problems. Proficiency in Financial Management.
They must be an expert in the following:
- Principles of financial management sufficient to direct professional staff and coordinate all aspects involved with fiscal requirements.
- Financial and budgetary practices to develop annual budget, analyze financial data and patterns, and prepare financial statements.
- Clinic’s strategic business objectives and employee performance objectives.
- Governmental and health care fiscal regulations and reporting requirements.
