The VA Northeast Ohio Healthcare System is recruiting for a Registered Nurse to serve as the Associate Chief of Staff - Mental Health. The Associate Chief of Staff - Mental Health (ACOS - MH) will report directly to the Chief of Staff, maintaining broad authority for the management and direction of mental health operations across this large Level 1A complexity system's eighteen sites of care. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse IV - Master's degree in nursing or related field with BSN and approximately 4-5 years of nursing practice/experience; OR a Doctoral degree in nursing or related field and appropriate basic or advanced certification desired, and approximately 3-4 years of nursing practice/experience. Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: This position is primarily sedentary in nature. ["The Associate Chief of Staff - Mental Health is responsible for managing, directing, and/or overseeing the overall mental health clinical and administrative operations and resource allocation currently structured around a program management model and with a clinical emphasis on Recovery model. The Associate Chief of Staff - Mental Health is the direct administrative supervisor, or matrixed line supervisor, of the mental health professional discipline Service Chiefs (e.g., Psychiatry, Psychology, Social Work). This responsibility includes system operations of inpatient acute care, emergency crisis care, outpatient clinics, community-based programs, patient/customer satisfaction, mental health services in psychiatry, psychology, nursing, social work, and successful attainment of performance measures and efficient and effective service delivery and resource management. Maintaining authority and responsibility to direct the full range of mental health problems and services of the VA Northeast Ohio Healthcare System (VANEOHS), a large, high complexity VA facility. Serves as a teaching affiliate with Case Western Reserve University. Broad and overall responsibility for all professional, management, and administrative aspects of mental health operations, including overall supervisor and resource management to ensure efficiency and timely access for Veterans to high quality, well-coordinated mental health care. Providing leadership with objective, independent assessments and recommendation for policy, operational, and administrative issues and initiatives requiring decision and action. Ensuring policies or issues have been fully coordinated, vetted, and staffed; advising leadership on implications, key issues, and relationships to internal and external stakeholders in recommending courses of action. Using available data tools to collect and analyze data to achieve expected levels of quality and performance and service delivery improvement. Establishing an organizational structure, lines of authority and supervisory controls essential to carrying out the mission of VANEOHS. Serving as direct administrative supervisor, or matrixed second line supervisor, for Chiefs of mental health professional disciplines, with consequent matrixed authority over all staff supporting mental health operations. Acting as professional and administrative consultant on behavioral health issues that span Primary Care, Specialty Mental Health Care, Extended Care, Medical/Surgical Services, and Rehabilitation Services. Representing the VANEOHS and mental health services at community group meetings and events, professional conferences, and in meetings with representatives of local public interest groups and employees of State and local governments. Planning and overseeing the completion of research programs, designs research protocols, works in collaboration with other researchers in design, implementation, resource allocation, and completion of programs in the behavioral health field.
