The Intermittent Float Registered Nurse (RN) for Nursing Support Services is assigned to the Office of the Chief Nurse Executive at the Captain James A. Lovell Federal Health Care Center (FHCC) in North Chicago, Illinois. FHCC is a VA and DoD dually integrated healthcare center providing care services to Veterans, Active-Duty Military Personnel, and their beneficiaries, including outpatient pediatric services. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Preferred Experience: Have a Bachelors' Degree in Nursing; a Master's Degree in Nursing or a Healthcare related field is preferred. Have at least 4 years of increasingly complex RN nursing practice. Be currently certified in BLS. Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required. Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience. Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience. Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 year's of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 year's of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required. Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 year's of nursing practice/experience; OR a Doctoral degree and approximately 2-3 year's of nursing practice/experience. Physical Requirements: To perform in a fully successful manner, the individual must have the physical ability to perform the following job-related duties: light to moderate lifting (15-44 pounds); moderate carrying (15-44 pounds); straight pulling (no more than 1 hour); pulling hand over hand (no more than 1 hour); pushing (no more than 1 hour); reaching above shoulder; use of fingers; both hands and legs required; walking (no more than 1 hour); standing (no more than 1 hour); repeated bending (no more than 1 hour); prolonged sitting (no more than 1 hour); ability for rapid mental and muscular coordination simultaneously; near vision correctable at 13" to 16" to Jaeger 1 to 4; far vision correctable in one eye to 20/20 and to 20/40 in the other; both eyes required; and hearing (aid permitted). ). In addition, the following administrative tasks must be able to be performed: word processing; computer key board typing; computer screen viewing; answering/placing telephone calls; filing; and note taking. The individual may be exposed to the following environmental factors: excessive noise, intermittent; slippery or uneven walking surfaces; working with hands in water; working closely with others; and working alone. A health examination must be successfully completed prior to this assignment and periodically thereafter as required by the Occupational Health Clinic policy. There will be intermittent exposure to blood and body fluids. The Float RN provides direct and indirect nursing care to patients/residents and families in Acute Care Units of Medical Surgical/Telemetry, Intensive Care, Mental Health, Community Living Center (CLC), Out-Patient Areas of the Emergency Department, Primary Care, Specialty Medicine Clinics and Assigned Areas of the Hospital/ Facility. He/she is accountable for adhering to established policies, standards of care, and standards of practice. The Float RN demonstrates leadership when providing patient/resident care and in developing and implementing programs to improve patient/resident care. The incumbent reports directly to the Resource Nurse Manager and/or Unit Manager. The Float RN serves as a role model when functioning as team leader or charge nurse. The Float RN will be assigned to locations where she/he has demonstrated competencies and possesses the required current certifications to provide safe patient care. Specifically, the individual will serve as a flexible resource and float to designated patient care areas as needed and directed by the appropriate Nurse Manager and/or Nursing Supervisor. The Float RN will provide a cost-effective method to meet short and long-term staffing challenges while building a core group of nurses who are proficient, well trained, and oriented to the Captain James A. Lovell Federal Health Care Center (FHCC). The Float RN will also provide a ready resource to offset future staffing requirements secondary to foreseeable attrition as established in the Total Workforce Development Plan. The Float RN is responsible for providing high quality, cost-effective patient care according to VHA policy and procedures within the scope of practice. The Float RN will maintain current unencumbered licensure to practice and American Heart Association Basic Life Support (BLS) certification. Specialty areas of Medical Surgical/Telemetry, Intensive Care and Emergency Department require Advanced Cardiac Life Support (ACLS) and/or Pediatric Advanced Life Support (PALS) certification as defined by policy, annual unit competencies, and mandatory education. The Float RN will adhere to all current VHA directives, Joint Commission and State licensure standards, and VA-OIG regulations. The use of intermittent RN's will provide a cost-effective method to meet short, medium and long term staffing challenges while building a core group of nurses who are proficient, well-trained and oriented to the Federal Health Care Center (FHCC). The RN's will provide care to the Primary Care/PACT Department. Intermittent RN staff will also provide a ready resource to offset future staffing requirements secondary to foreseeable attrition as established in the Workforce Development Plan.
